Regarding clients and stakeholder interviews

I got a lead for a client recently and am planning to conduct a stakeholder interview. I was wondering if I should be also doing user interviews? Should I be receiving what the problem is from the stakeholder? When does it make sense to bring in users to interview vs not needing them and go with stakeholder interviews instead?

The more perspectives the better you can get a complete picture. So if you can afford (time, resources) to also talk to end-users, I’d go for it.
