Windows 10 resolution problems 100,125,150%?

Hi everyone,
After years of working on native apps, I’m now working on responsive web app projects and have been muscling my way (nicely) into the QA process. I’ve noticed that on Windows 10 devices, everything looks huge. This is because the QA team has set the resolution to 150%… because a particular stakeholder has their resolution set to that. I’ve looked at about a dozen different Windows devices and noted that it varies between 100%, 125% and 150% recommended resolution.

I have had trouble finding any statistics on this. I am trying to encourage development not to used fixed pixels for elements, though I understand this has its challenges. Has anyone encountered this sort of problem?
