As to the question… The left is a tabbed navigation and the right a global nav you could say. I don’t believe there is a correct term.
Auxiliary navigation
The navigation elements to the right of the main nav are generally referred to as a “utility bar” or “utility navigation”. This typically includes icons, links, logos, and other navigation elements that are displayed on the page regardless of the page the user is on.
