I am working on a personal project for my portfolio and was wondering if I should be doing a competitive analysis each time I work on a project? And at what phase is it ideal to do this technique?

Will a competitor analysis help you? If so then do it. You don’t have to put it in your portfolio for every project, but it should enable you to design a better product, so it’s worth doing.
These pieces of work are typically done in the discovery phase of the project i.e. right at the start. But only showcase them in your portfolio if they were useful and contributed to the project. Each project is different and would benefit from different types of analysis/research
